Webb was an officer in the US Army, and part of the US-led NATO force sent to repatriate London.
Following the Original Outbreak of the Rage Virus in Great Britain, Webb was assigned to join the US-led NATO force under General Stone's command that went to London to repatriate the city.
Webb's job was apparently registering new arrivals to District One outside one of a lobby. It is unknown what happened to Webb when the Second Outbreak started in District One.
- Webb is credited as "Medical Centre Lobby Soldier". His name is only ever given by his military uniform's name badge.
- His last name may be a reference to 28 Weeks Later costume runner Trevor Webb.
