The Hooligan (real name unknown) was a violent criminal who was used by Warren as a test subject for the experiments which eventually led to the creation of the Rage Virus.

28 Days Later: The Aftermath[]
Weeks before the Original Outbreak of the Rage Virus, the Hooligan was part of a gang of punks who mugged a defenceless man in the streets, beating him to the ground and sending him into a coma. The Hooligan was caught on CCTV and arrested.
Warren secured the Hooligan some days later for the former and Clive's attempts to develop an anger inhibitor, and began testing the inhibitor on the Hooligan. That night, when Warren increased the dosage of the anger inhibitor, the Hooligan broke free and knocked Warren out. The Hooligan was then about to attack Clive, when Warren recovered and bludgeoned the Hooligan to death with a fire extinguisher.
Clive and Warren subsequently buried the Hooligan's body on a hill.
It is of note that the Hooligan not only showed increased strength and aggression, but also retained his mental faculties and was capable of speech, after being exposed to the prototype version of Rage.
