If you pay attention to the movie, when she broadcasts over the radio looking for Andy, she announces herself as Sierra Lima. in the NATO phonetic alphabet, Sierra is "S," which would be for Scarlet, and Lima is "L," indicating her surname is not Ross. Furthermore if you look at one of Rose Byrne's fansites (image here) her name badge says Levy is her surname.

I was just curious what the logic is behind listing her name as Ross when there is no actual canonical evidence that is her name.

I can't access the site you've given a link to, but I watched the film again, and even though Scarlet's name badge is mostly obscured, I can see that it says either "Levy" or something similar. I've also noticed that Scarlet's surname is never credited as Ross. So unless and until someone can provide evidence that Scarlet's last name is something else, I will be moving this page. I don't mean to be annoying or pushy..but..if I'm not mistaken, Scarlett is most likely a love interest of Doyle. Please don't call me a fanfiction freak, 'cause I know you will. I realize that their relantionship is rather scrachy at first, mainly because she doesn't know who he is at first. But at the "night watch" scene, where he's on the rooftop, we see that as he is checking on survivors with his rifle, joking with his friends, his scope shifts mistakingly and he looks through it and sees Scarlett sitting at a desk . And then all of sudden he becomes serious and focuses on her for a while until he's interupted by an emergency call or something. The point is, she serves as love interest.
