Biography[]

Following the Original Outbreak of the Rage Virus in Great Britain, Phillips was assigned to join the US-led NATO force under Brigadier General Stone's command that went to London to repatriate the city.

28 Weeks Later[]

Twenty-eight weeks after the Original Outbreak, when Scarlet Levy discovered that District One was now admitting children, she spoke over a walkie-talkie with Colonel Phillips about this. It is unknown what happened to Phillips during the Second Outbreak in London.
